No. Teachings can be applied on different levels including levels which are historically unrelated to the initial setting. For instance, Jesus denounced some religious leaders for making "large phylacteries." Not many Christians wear phylacteries nowadays, but the principle expressed in Jesus' teachings can nevertheless be perceived and applied.
