In Matthew 28:19, Jesus tells the disciples to baptize in the name of the Father, and of the Son, and of the Holy Spirit.
Then in Matthew 28:20 "teaching them to observe all things that I have commanded you.
This is a teaching and has nothing to do with water baptism.
It simply means teach them, Genesis-Malachi- Father time period, Matthew-John-son time period, Acts-Revelation-Holy Spirit time period. Teach them all things according to scripture. The great commission also in Mark 16:14-18.
There was a different order in the water baptism for jewish converts and gentile converts, but both in the same "name".
Jews had already been baptized into the name of Moses. 1 Corinthians 10:2. Gentiles had not yet received any baptism. This is why the different order.
The Acts:
Peter's Sermon 2: 14-39
2:36-39 He was talking to the Jews.
36"Therefore let all Israel be assured of this: God has made this Jesus, whom you crucified, both Lord and Christ."
37When the people heard this, they were cut to the heart and said to Peter and the other apostles, "Brothers, what shall we do?"

38Peter replied, 1))"Repent and 2)) be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. 3)) And you will receive the gift of the Holy Spirit. 39The promise is for you and your children and for all who are far offfor all whom the Lord our God will call."
40With many other words he warned them; and he pleaded with them, "Save yourselves from this corrupt generation." 41Those who accepted his message were baptized, and about three thousand were added to their number that day.
The Gentiles:
Acts 10 44-48.........44While Peter yet spake these words, the Holy Ghost fell on all them which heard the word.
45And they of the circumcision which believed were astonished, as many as came with Peter, because that on the Gentiles also was poured out the gift of the Holy Ghost.
46For they heard them speak with tongues, and magnify God. Then answered Peter,
47Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we?
48And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.
First they heard, they believed, they received the Holy Spirit and then were water baptized in the name of the Lord. (Jesus Christ).
Everywhere in scripture after Christ ascension, water baptism is taught either in the name of Jesus Christ or the name of the Lord. The only time it was said to baptize in the name of the Father, Son and Holy Spirit was when Jesus said it in The Great Commission, but this was not a water baptism. It simply meant teach all things Genesis thru Revelation.
