Once they arrive there, yes. But here on earth, a person can go from being non-reprobate (i.e., potentially capable of repentance) to being reprobate.
SW: "How many reprobates do you figure there are?"
I dunno.
SW: "Do you personally know any?"
Reprobation is a condition of the soul -- something which only God sees and which only God can equitably judge. I tend to assume that there is hope for everyone.
SW: "Am I one?"
I hope not. I don't think you are. I remember a manticore in Xanth that asked a wizard if he (the manticore) had a soul or not. The wizard replied that only creatures with souls are worried about such things. In some roundabout way that seems relevant. I think there's hope for you. I don't think you will ever become an inerrantist, but I hope that you will become a Christian.
