Equally so , if all parents refuted the christian mythology, they would not betray each other, if all children rejected the christian mythology, they would not hand over their parents to executioners. It's the christian mythology that jesus is saying will motivate a brother to betray brother. Without the catalyst of jesus's teaching it wouldn't be an issue.
Its a bit of a toss statement to say that if everyone agreed thier would be no conflict.
