Then, it sounds to me like the beliefs of JWs are dependant on the beliefs of those who pass the local laws. In some middle eastern countries, it is against the law to be a JW. Do JWs support this local law?
The JWs support any law that does not interfere there mission to spread the gospel. In practice, that has meant segregated congregations where segregation was mandated, and going to jail rather than taking oaths to the government.
They do not, as an organization, obey laws that prevent them from spreading their meme. Of course, individual JWs also break laws on their own authority.

With regard to notifying authorities regarding child molestation, etc., elders serve the function and role of clergy under the law, and are expected to conform to the local rules for clergy. So, if a priest/minister is expected to turn over information by law, so should an elder; if the priest/minister is expect to maintain confidentialtiy, so should an elder.
