Because of the severity of the act. Your eyes and your hands are arguably the most vital (external) parts of your body. Also, they are the parts of your body that, if you are inclined towards sin, you are likely to use in the act of sinning.
If Jesus had said "nose hairs" instead of "right eye", then what would be the point? Who cares about nose hairs? Most people would just as soon see them gone anyway, sin or not. And since nose hairs have nothing to do with sinning, then it would be very, very strange and confusing.
