The first were broken because as Moses camped out with God for a while, Moses came down and saw the Children of Abraham sinning in a manner that was openly seen and quite disturbing to him.
The first set was broken signifying the incapable state of man to keep them.
In other words, we can't be perfect! It's impossible.
The second were made in order to be placed within the Ark of the Covenant, a type of Christ in the Old Testament.
In Christ, the Commandments of God could be fulfilled.
