Matthew 19:12 says nothing that relates to receiving "it" as a sexual connotation. The receiving is of the message.
And those men that do not mary for the sake of the Kingdom of Heaven would obviously relate to Preists or the like, just as a nun does the same for the fairer gender.
As for those that were born that way or because men made them that way, it COULD relate to those that dedicate themselves to war, insane criminals, trans-gender Republicans etc, etc.
